Rain Cape or Waterproof Jacket?

Is a rain cape breathable?

When to avoid a rain poncho
In high winds or on very technical terrain, where it can billow up and get in the way, a close-fitting waterproof jacket is easier to manage. For gentle walking in the rain, the poncho is still a very practical choice.
